I'm kinda undecided on how to rate this game. From a strict 'How does it compare to the arcade?' sense, the game is nearly arcade perfect. I never saw the actual game in the arcade however - only tried it in MAME recently when I started this page. The game is a rather fun race/puzzle game in both versions, and the 5200 version is perfect, even down to the girl in the bathtub. The goal is to keep the water flowing by picking up the pipe pieces that are knocked out and replacing them. However, the problem with this version comes into play when you start getting into the higher levels.

In the arcade version, gameplay speeds up as you go on in the game, however in this version, only the enemies speed up - making it impossibly hard after a few levels...

Overall, I don't think this is too bad of a game. While there was absolutely no mention of the game in any literature of Atari's and the game wasn't even commonly known to exist until the prototype was found, it's pretty apparant it was almost completed.
